San Francisco Deputy City Attorney Kathleen Morris’ provocative article calls for overturning a century of precedent in local government law. On September 27th at 7pm in Langdell South, the author will be joined by Professors David Barron and Gerald Frug of Harvard Law School and Professor Richard Ford of Stanford Law School. The panel will consider whether local governments are merely powerless instrumentalities of states or should be allowed to independently pursue constitutional claims on behalf of their constituents.
